QPed

QPed is a Win32 .pak editor written by Pete Callaway and released in 1998. It can open and save .pak files, import and export files, as well as view .mdl models and play .wav sounds from inside .pak files.
Issues[edit]
The model viewer has some issues (especially concerning rotating the camera), and the sound player locks the program until the sound finishes playing (so beware playing long sounds); but the program is still effective as a simple .pak file editor.
