scr_centertime represents the time, in seconds, Quake will display a message it recieves from SVC_CENTERPRINT (which is often in turn sent by QuakeC's centerprint function). It may be necessary for some players to push this value up a little to read some of the longer messages in game, however it's most useful to a modder that wants to display a menu to a user without flooding them with repeated centerprints. Be careful though, that another centerprint doesn't overwrite the message (such as one coming from a trigger). See centerprint for more info.
